Water-filling oversight

The Minimum Sufficient Oversight Principle places review effort to meet a delivery target at least cost. The Euler-Lagrange solution α*(x) = min(1, (λ/2)·σ_raw·√(σ_raw(1−σ_raw))) grants autonomy where it's cheap and concentrates oversight (1−α) where competence is low.

Computed by mso-core.js (solveMSO → bisection on λ, identical to minimal_oversight.allocation.solve_mso, pinned by the parity test). Governance cost is the Fisher-weighted oversight integral ∫α²√g dx; water-filling is the least-cost policy meeting the same delivery, so MSO never costs more than uniform.
